Two-fifths of central banks leave payment fees unregulated

Middle income institutions more likely to regulate prices than other respondents

Payment system fees are unregulated in two-fifths of jurisdictions, data from the Payments Benchmarks 2025 reveals.

Charges are not regulated in 40.8% of 49 countries. Among respondents with regulation, prices are most often controlled for payments made via real-time gross settlement (RTGS) systems (40.8%). Remittance fees (6.1%) are respondents’ least controlled pricing structure.
