

Quarter of payments departments report resourcing issues
Average number of FTE employees increases year on year to 40
Most central bank payment units have the necessary budget and other resources to perform their duties, but a quarter report resource shortages and some 40% say they have insufficient staff, data from the Payments Benchmarks 2025 shows.
Thirty-two (76.2%) of 42 respondents indicated having necessary resources (beside staff). Nearly three-fifths (59.1%) of central banks also voted having sufficient workers to fulfil their payments mandate, but 40.9% of respondents lack adequate human capital.
