Non-banks lack central bank oversight in some jurisdictions

One in five smaller central banks lack oversight on all payment systems

Most central banks have oversight functions on non-bank payment system service providers (PSPs), but more than half of respondents lack regulatory powers over non-banks with other objectives, data from the Payments Benchmarks 2026 find. 

Two-thirds of 45 central banks marked non-bank PSPs (68.9%) as one of the functions within the scope of their supervisory duties. This leaves some 31.1% of respondents out of the picture. Only 46.7% of respondents say they oversee non-banks (excluding PSPs) in
