Fed’s Bowman outlines imminent changes to US capital rules

Overall framework to remain more robust than previous version, but will aim to eliminate overlaps

Michelle Bowman has unveiled the US Federal Reserve’s proposed changes to banking regulations.

In a speech at the Cato Institute on March 12, the Fed’s vice-chair for supervision explained how smaller and regional banks would receive a modest reduction in capital requirements. Larger lenders would benefit from a small net change in their own requirements, because Basel III-related capital rule increases would be partly offset by a recalibration of the surcharge levied on global systemically
