MNB puts sectoral buffers in place as real estate pressure mounts

Subsidised loans have increased demand for property significantly, central bank finds

Hungary’s central bank is to introduce a 1% sectoral systemic risk buffer (sSyRB) for real estate loans from January 1, 2026.

The Central Bank of Hungary (MNB) first announced the measure when it reviewed its macro-prudential toolkit in September, but said on December 1 that it had “finalised the conditions” for putting the buffer in place.

The new buffer applies to exposures backed by both residential and commercial real estate. The bank said it had been consulting market participants to develop
