Annual reviews usually linked to strategic plans for some staff only

Remuneration commonly not linked with progress on strategic goals

Central banks are more likely to link annual reviews to strategic plan progress for staff directly involved in goals’ execution, the Strategic Planning Benchmarks 2026 find. 

More than half of respondents link their strategies to annual review for “only staff directly involved in strategic goals” (52.4%). The figure is up from the 33.3% reported in the 2025 benchmark, although samples vary slightly. Only a fifth of central banks connect plans to annual reviews for all central bank staff (19.0%)
