Governing boards approve majority of strategic plans

Departmental heads widely assigned implementation duties

Strategic plans are generally approved by central bank governing boards, the Strategic Planning Benchmarks 2025 find.

Thirty-three of 40 central bank boards (82.5%) give strategic plan approval in their jurisdictions. The task is also the function of governors (52.5%) in just over half of central banks. Government ministers (2.5%) and secretariats (2.5%) are the entities least likely to approve strategic plans.
