Over 40% of central banks lack formal recapitalisation agreement

Ten banks were recapitalised in the past year

Over 40% of central banks lack a formal recapitalisation agreement, the Governance Benchmarks 2025 show, implying widespread imbalances between sharing profits and sharing losses with government.

Data from 64 central banks shows 54% have a formal recapitalisation agreement and 4.8% have an informal agreement. That leaves 41.3% that have no agreement for how the government can restore their capital when needed.

By contrast, the benchmarks show 72.6% have a formal agreement governing how profits
