Neutral counter-cyclical capital buffer averages less than 1%

But average neutral level of CCyB varies by economic groupings

Central banks’ neutral level of the counter-cyclical capital buffer (CCyB) averages less than 1%, the Financial Stability Benchmarks 2025 find.

The neutral rate of the CCyB averages 0.6% among 22 central banks that provided information. Neutral buffers range from 0% to 2.5% in the sample, with a median value of 0.3%.

Rates vary somewhat by income classifications. Central banks from lower-middle income countries are more likely to report a higher neutral level of CCyB. Buffers average 1.5% among
