No Fed G-Sib buffer reform in 2025, say experts

Recalibration of method 2 seen as more likely than its abolition; banks resist daily averaging

US industry sources expect the Federal Reserve to consult on changes to the capital buffer for global systemically important banks (G-Sibs) alongside wider reforms in 2026, despite recent comments from the Fed’s vice-chair for supervision Michelle Bowman suggesting the two items might be treated separately.

At a conference in October, Bowman laid out a schedule consisting of a consultation on the Fed’s stress-testing framework, followed by the G-Sib surcharge, then the adoption of a final rule on
