Governments must not ‘scapegoat' financial markets, says Noyer

Christian Noyer, governor of the Banque de France, told an economic forum in Aix-en-Provence on Saturday that financial regulation must ensure the finance industry "fulfils its vital role in serving the economy without destabilising it".
