O'Neill believes ECB is not fully independent

US - U.S. Treasury Secretary Paul O'Neill said on 23 July that the European Central Bank is not totally independent from the views of the most influential member states of the euro zone.

"I think the ECB is an organisation made up of its constituent parts and I really don't think that they have absolute independence," O'Neill told reporters. "They pay attention to the people that represent their constituent parts."

"In some ways they may be independent like (U.S. Federal Reserve Chairman Alan)
