Central bank 'silo culture' detracts from statistics, says ex-BoJ governor
Masaaki Shirakawa advocates exposing economists to statistics and business contacts
Breaking up the "silo culture" at central banks is crucial to making the most of statistics and intelligence, Masaaki Shirakawa said today (November 19), at an IMF forum in Frankfurt.
Shirakawa, the Bank of Japan governor between 2008 and 2013, and now a professor at Tokyo's Aoyama Gakuin University, identified four "boundaries" central banks must overcome.
A boundary exists between staff responsible for monetary policy and staff responsible for financial stability. Other boundaries exist
