The regime of Nicolás Maduro is using the Bank of Spain to make payments and receive funds in foreign currency.

Officials at the Central Bank of Venezuela are telling contractors to use its account with the Bank of Spain to make and receive payments, according to a report by Bloomberg. The Venezuelan authorities warn that settling the transactions may take at least a month due to increased scrutiny, it adds.
