Switzerland’s Federal Council has launched a public consultation on sweeping changes to the country’s Banking Act and Liquidity Ordinance, in what could be the final element of the country’s existing overhaul of its ‘too big to fail’ rules.

The reforms involve three Swiss authorities: the government’s Federal Council, the Swiss Financial Market Supervisory Authority (Finma) and the Swiss National Bank. The current consultation, launched on August 12, proposes amendments to the Banking Act and
