Cyber risks are too “complex” to be managed on the level of individual firms or countries and should instead be addressed on a multilateral level, says an International Monetary Fund working paper.

In the paper, which takes stock of the risks associated with cyber crime, the fund analyses the current regulatory environment deployed to deal with systemic risks that have evolved from instances of cyber crime.
