Esma needs dose of BoE agility, says official

Clearing house supervisor Giusto points to central bank's consultation on Emir as example of nimbler approach

The European Securities and Markets Authority could be nimbler, like the Bank of England, according to a clearing house supervisor – but the European Union regulatory system is not conducive to this aim.
