Fed's Moskow says factory slump is part structural

Speaking on Tuesday 30 September Chicago Fed chief Michael Moskow said it was hard to distinguish how much of the downturn in manufacturing was due to the business cycle, and how much to structural changes. But he said he was hopeful about the future of manufacturing, citing the "heroic turnaround" after the dismal years of the early 1980s.
