NY Fed outlines tests of reserves scarcity
Approach can guide monetary authorities as they approach point of ‘ample’ bank reserves
The Federal Reserve Bank of New York illustrates several methods of assessing the point of reserves scarcity in its annual report on open market operations, published on April 13.
The report details the activities of the System Open Market Account (Soma) desk, the team that implements monetary policy in the US. The past year was unusual as in December 2025 the Fed began “reserve management purchases” of assets to avoid a shortage of reserves in the banking system.
