Colombian policy reforms boosted transparency, paper finds

Economists say central bank’s 2018-19 overhaul increased transparency based on two indexes

Economists from the Central Bank of Colombia say the overhaul of its monetary policy framework between 2018 and 2019 significantly increased transparency.

In their working paper, Juan Ospina-Tejeiro and José Vicente Romero test Colombia’s reforms against two different indexes of central bank transparency.

The first, known as the DEG index, gives central banks a score based on aspects of their policy framework in five areas: political, economic, procedural, policy and operational transparency.
