The Central Bank of Libya (CBL) has unexpectedly announced that Naji Issa has been replaced as governor on what appears to be a temporary basis by Fawzi Boukhzam, who previously served on the bank’s board of directors.

The central bank issued a statement on October 25 in which it said the board of governors confirmed the assumption of duties by Boukhzam as governor, effective October 22, “in implementation of the decree of the presidency of the house of representatives No. (5) of 2026”.
