Kate Barker, a member of the Bank of England's Monetary Policy Committee, has outlined why she is increasingly concerned over downside risks to growth.

Barker pointed out that "the balance of growth in the economy is likely to be changing." She added that an "adverse impact on growth could prove difficult to turn around quickly, potentially resulting in a protracted period of low output growth and below target inflation."
