SPEECH - Second reading speech of the Banking Amendment Bill by Lee Hsien Loong, DPM, Singapore and Chairman, MAS.


1. Mr Speaker, Sir, I beg to move, "That the Bill be now read a Second time."

2. In the past few years, the MAS has progressively changed the way it supervises the financial sector. Our objective of ensuring financial stability is unchanged. But in order to have a more dynamic and vibrant financial sector, we have shifted emphasis from regulation to supervision
