New Zealand finance minister proposes new central bank toolkit

The New Zealand finance minister, Bill English, today said he is preparing a consultation over a new toolkit for the Reserve Bank of New Zealand (RBNZ) aimed at giving the central bank a greater ability "to influence the amount of lending done by banks and other financial institutions".

In a speech at the Auckland Chamber of Commerce, English said he did not want to pre-judge the result of the consultation, but new measures might include requiring lenders to:
