US stocks up on signs Congress will pass plan

US stock markets regained some ground on Tuesday on indications that lawmakers would pass the Treasury's plan to buy troubled assets later this week.

The Dow Jones Industrial Average of shares listed on the New York Stock Exchange was up 2.3% (238 points) by 12:30 New York time after closing down 6.98% on Monday.
