Russia may allow central bank to issue bonds

Russia's finance ministry plans to present a draft resolution allowing the central bank to issue zero-coupon bonds.

The Russian Ministry of Finance will shortly present the cabinet with the draft of a resolution permitting the Central Bank to issue zero-coupon bonds (OBR bonds).

The justice ministry has approved the document but made a few minor comments, Bella Zlatkis, a deputy finance minister, told Interfax.
