Bank of Canada brightens economic forecast

CANADA - Bank of Canada Governor David Dodge declared on Tuesday that the worst of the economic downturn was over, in a speech that suggested the bank was accelerating its timetable for forecast economic recovery.

In the prepared text for a speech he was giving in Paris, made available in Ottawa, Dodge made subtle changes to the central bank's detailed outlook, bolstering last week's bullish but brief statement that accompanied its interest rate decision.

He repeated the forecast of 3 percent to 4
