Fed could postpone stress buffer beyond CCAR – experts

Delays prompt speculation that new rules will only be known after stress-test results in June

With less than two months to go before the April 6 deadline for banks to file their data for this year’s Comprehensive Capital Analysis and Review (CCAR) stress test, US capital planning experts increasingly believe a planned stress capital buffer may not be published until after the 2020 test has been completed.

“They [the US Federal Reserve Board] could issue a final rule that’s very narrowly crafted around mechanics and not focus on the more substantive elements,” says Arthur Angulo
