ESRB recommends EU states reciprocate Estonian capital buffer

Move is only second instance of board advocating macro-prudential reciprocity

European regulators are being encouraged to apply a systemic risk buffer to European Union banks' exposures to Estonia, to enhance the "effectiveness and consistency" of macro-prudential policy in the region.

It is only the second time the European Systemic Risk Board (ESRB), has recommended that regulators "reciprocate" policy in this way. The first recommendation involved risk weights on exposures to Belgian housing loans.

The ESRB is now seeking to ensure the reciprocation of the 1% capital
