Rate-setters decide on premise rather than conclusion: Riksbank

A Riksbank paper published in April analyses the relevance of the discursive dilemma for decisions in monetary policy committees, and shows a premise-based procedure is preferred to conclusion based procedure.

The discursive dilemma implies that the policy decision of a board of rate-setters depends on whether the board reaches the decision by voting directly on the policy, which is called conclusion-based procedure, or by voting on the premises for the decision, which is termed premise-based
