People: Philadelphia Fed appoints new supervision head; Bank of Russia takes on HSBC economist

Philadelphia: William Spaniel took up his new role as head of the Federal Reserve Bank of Philadelphia's supervision, regulation and credit department this month, in his new role as senior vice-president and lending officer.

After 25 years of experience on the Federal Reserve's board of governors, where he advanced through staff and officer positions, Spaniel will report directly to Patrick Harker, president and chief executive.
